City of Carlyle Finance Committee met Nov. 13.

Call to Order/Roll Call
The meeting was called order by Chairman Jeremy Weh on Monday, November 13, 2023, at 6:45 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh, John Hodapp, and Jeff Taylor. Others present included Rebecca Sponsoler, Kelly Ross, Dave Laws, Paul Gansauer, Tammy Peters, Jim McClaren, Mike Jansen, Scott Diekemper, Bruce Hilmes, Kevin Rolfingsmeyer, Chief Mark Pingsterhaus, Mike Meskil, Kayla Heimann, Kurt Heimann, Chad Holthaus, Joe Heiligenstein, Mayor Judy Smith, Brad Myers, and Rita Jurgensmeyer.
Approval of Minutes
A motion was made by Alderman John Hodapp and seconded by Alderman Jeff Taylor to approve the minutes from the October 23, 2023, meetings. The motion was approved by voice vote.
Approval of Claims
Alderman John Hodapp made a motion to approve the claims. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
Approve Christmas in Carlyle Apparel RFP
City Administrator Brad Myers said Kayla Heimann sent out RFPs for Christmas in Carlyle shirts. Kayla Heimann and City Administrator Brad Myers explained the two proposals they received. One was from Kylee Wesselmann. The other was from Racheal Brinker. Kayla Heimann explained that last year the council accepted the bid from Kylee Wesselmann and Racheal Brinker is from Hermann, MO and she graduated from Carlyle High School and has family still in the area. The committee reviewed the designs, options, and costs. The Christmas in Carlyle committee opened the bids last week and decided to go with Kylee Wesselmann’s proposal. Alderman John Hodapp made a motion to approve and send to council the Christmas in Carlyle shirt proposal from Kylee Wesselmann. The motion was seconded by Alderman Jeremy Weh and it was approved by voice vote.
Approve Purchase of 2023 Dodge Ram for the Police Department
City Administrator Brad Myers said that Chief Mark Pingsterhaus presented a proposal for a police vehicle and the police committee meeting earlier tonight and they approved to send it to the finance committee. Chief of Police Mark Pingsterhaus said that it was time to replace one of the police vehicles. Victory Lane out of Carlinville is the state bid dealer for Ram trucks. They have two vehicles in and are saving one for the Carlyle Police Department for the cost of $43,452.00. Alderman Jeremy Weh made a motion to send to council the purchase of a Ram truck from Victory Lane in Carlinville. Alderman John Hodapp seconded the motion and it was approved by voice vote.
Discuss and Approve Options for Proposed Swimming Pool Construction
City Administrator Brad Myers said that this week they had a meeting with Paul Gansuer from Holland Construction concerning the new pool. Earlier this week Paul Gansuer came to Brad Myers with some concerns. He said that earlier this year he was here discussing the cost of the proposed pool with the hopes that it would come down. In the meantime, they bid on another pool project in the area and used some of that information to determine the Carlyle pool project costs. The cost of the other pool project was estimated at approximately $6 million and the bids came in at $9 or 10 million. Mayor Judy Smith said that at this point she feels the city needs to pull the plug with Burbach Aquatics. She feels they need to take a step back and not go out for bids. She said she talked to Paul Gansauer and he thinks that if they go out for bids and don’t accept any it will hurt when they decide to build a new pool. Mayor Smith said that the pool project started out at $2.8 million and the sales tax increase would cover the debt. Then Burbach came back with a $3.1 million project cost. Then it went to a $4.8 million project cost. Holland Construction told the city that if they go for what Burbach had plans for it would be a $6.8 million project. The city cannot take this on at that amount. She feels the city should separate from Burbach, take a step back and look at the money that the sales tax is bringing in and calculate what the city will end up getting. Mayor Smith said that at the end of December they should know how much will be collected annually. Then they can sit back and discuss what the city can afford to build. Alderman John Hodapp made a motion to take to council separating from Burbach Aquatics. The motion was seconded by Alderman Jeff Taylor and was approved by voice vote.
