City of Carlyle Police Committee/Employee Concerns Committee met March 5.

Call to Order/Roll Call

The meeting was called to order by Police Committee Chairman Bruce Hilmes on Tuesday, March 5, 2024, at 5:30 p.m. at Case Halstead Library located at 550 6th Street. Police Committee members Scott Diekemper and Jeremy Weh were absent. Employee Concerns members present included Jim McClaren, Bruce Hilmes, and Tammy Peters. Others present included Mike Jansen, Brad Myers, Chief Mark Pingsterhaus, Mayor Judy Smith, and Rita Jurgensmeyer.

Approval of Police Committee Minutes

Approving the police committee meeting from February 21, 2024, was tabled.

Approval of Employee Concerns Minutes

A motion was made by Alderman Tammy Peters to approve the employee concerns meeting minutes from February 15, 2024. The motion was seconded by Alderman Bruce Hilmes and it was approved by voice vote.

Stop Sign at 17th & Kane Streets

Chief of Police Mark Pingsterhaus told the committee that Mayor Judy Smith contacted him about a letter she received from Shirley Wheeler asking for a stop sign at the intersection of 17th and Kane Streets. The letter stated her concerns about speeding on 17th Street. He explained an accident that was referenced in the letter. Chief Pingsterhaus said that he had no problem with putting up a stop sign if that is what the council wants to do, but he doesn’t have enough officers to police all the stop signs in town. Chief Pingsterhaus says he does not feel putting up a stop sign at the intersection will solve the problem. He added that the speed limit on side streets is 30 mph and if you are traveling on a side street at 30 mph it looks like you are driving a lot faster. He said they could put the speed trailer at the intersection and hopefully that would slow people down. He feels it all boils down to enforcement. Alderman Bruce Hilmes asked if lowering the speed limit on side streets would help. It was determined that they should try and put the speed trailer at the intersection and Chief Pingsterhaus said he would have the officers patrol there more often and write keep track of problem vehicles and their speeds.

Executive Session

At 5:47 p.m. a motion was made by Alderman Jim McClaren to go into executive session to discuss Personnel 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. The motion was seconded by Alderman Tammy Peters and it was approved by voice vote. At 7:35 p.m. the committee returned to regular session. Alderman Bruce Hilmes made a motion to send to council the recommendation to hire Landon Smith for the full-time officer position. The motion was seconded by Alderman Tammy Peters and it was approved by voice vote. Alderman Bruce Hilmes made a motion to send to council the recommendation to hire Begzat Useine for a part-time officer. The motion was seconded by Alderman Tammy Peters and it was approved by roll call vote.

Adjournment

At 7:37 p.m. a motion to adjourn was made by Alderman Jim McClaren. The motion was seconded by Alderman Tammy Peters and was approved by voice vote.
