City of Carlyle Finance Committee met March 25.

Here are the minutes provided by the Committee:

Call to Order/Roll Call

The meeting was called to order by Chairman Jeremy Weh on Monday, March 25, 2024, at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh, John Hodapp, and Jeff Taylor. Others present included Tammy Peters, Jim McClaren, Mike Jansen, Scott Diekemper, Bruce Hilmes, Brad Myers, Mayor Judy Smith, and Rita Jurgensmeyer.

Approval of Minutes

A motion was made by Alderman Jeremy Weh and seconded by Alderman Jeff Taylor to approve the minutes from the March 11, 2024, meeting. The motion was approved by voice vote.

Approval of Claims

Alderman Jeremy Weh made a motion to approve the claims. Alderman John Hodapp seconded the motion, and it was approved by voice vote.

Discuss Establishment of TIF 4 for Business Development

City Administrator Brad Myers said that TDK Consulting is interested in building a fabrication plant west of K & J. They want TIF incentives to build. It is a $5,000,000.00 investment. TIF 3 expires in 2029. It can be extended for 12 years. He would not be able to recoup what he would like if he were in TIF 3. An option came up to develop a TIF 4. This would give him 23 years of incentive which will give him a lot more of his TIF eligible costs reimbursed. It will produce almost 20 jobs. In five years, he plans to double the size he is now. City Administrator Brad Myers has asked Moran Development to come up with what a TIF 4 map would look like. The city will lose approximately $60,000.00 for the remainder of TIF 3 because TIF 4 will take some that are in TIF 3. TDK is willing to reimburse the city for this cost and the cost to pay Moran Development to create the TIF 4, which is about $30,000.00. City Administrator Brad Myers said that Kevin Schlautman will be here for the council meeting if anyone has any questions for him. City Administrator Brad Myers will have to let Moran Development know tomorrow how the council feels. Kevin Rolfingsmeyer came to Brad Myers and said that the transformer they will need went up in cost from $25,000.00 to $37,000.00. City Administrator Brad Myers added that it is easier to start a new TIF than extend the current one. Alderman John Hodapp asked where the new TIF would start. City Administrator Brad Myers said that it would start on TDK’s property and crosses over Route 50 and comes up and go around the Berdeaux property and goes to the radio station. Alderman John Hodapp asked if TDK is asking for discounts for electric, water, and sewer. City Administrator Brad Myers said he has not asked for any. City Administrator Brad Myers said that he generates half a million in sales tax per year. Alderman John Hodapp asked if the city supplies the electric can anything be done to prohibit him for using solar. City Administrator Brad Myers said that it is a state law that they cannot prohibit solar use. Mayor Judy Smith said that TIF 3 is expiring in 2029 and is there any way they can move K & J to TIF 4. City Administrator Brad Myers said they would need to check with Moran Development.

Discuss TIF Payment Options for Dorothy Lane/Peter Neumann

City Administrator Brad Myers said that the ground where the old Dollar General is on was sold by Peter Neumann. Since the property was sold Brad Myers thought he was done with his TIF. The language is very vague. One part of the TIF agreement with him says as of April 2021 the city is done paying him. On the other part it says the city will pay him through the extension. City Attorney Joe Heiligenstein said that the city probably owes Peter Neumann, but the city could say no because of the part that says the city will be done paying in April 2021. It would go to court and he isn’t sure how it would go. City Administrator Brad Myers said he didn’t send Peter Neumann a check because he thought it was done. Peter Neumann called Brad and asked where his check was. The city owes him $23,000.00 for the project he did at the entrance. City Attorney Joe Heiligenstein feels the city should go ahead and pay. City Administrator Brad Myers said he can ask him if he wants to be paid the $2,000.00 per year like he has been, or if he wants a one-time payout, or is there somewhere in between. Brad Myers said he could pay him half of it right now and it would be done. The committee felt they should wait to decide until Brad talks to Peter Neumann.

Purchase of Street Sweeper

City Administrator Brad Myers said it was forwarded to the finance committee from the street and alley committee to purchase a street sweeper. Alderman John Hodapp made a motion to send the purchase of a street sweeper to the council. Alderman Jeff Taylor seconded the motion and it was approved by voice vote.

Pay Request – KRB Excavating, Inc. – Lake Vista Project

City Administrator Brad Myers presented the pay request from KRB Excavating, Inc. in the amount of $102,611.40. Alderman John Hodapp made a motion to pay the pay request from KRB Excavating, Inc. for the project on Lake Vista in the amount of $102,611.40. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.

Executive Session

At 6:48 p.m. a motion was made by Alderman Jeremy Weh to go into executive session to discuss 5 ILCS 120/2(c)(21) Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. The motion was seconded by Alderman John Hodapp, and it was approved by voice vote. At 6:48 p.m. the committee returned to regular session. A motion was made by Alderman Jeremy Weh to approve and keep closed the finance committee executive session minutes from November 22, 2021, January 10, 2022, June 7, 2022, March 27, 2023, August 14, 2023, September 25, 2023, February 12, 2024, February 26, 2024, and March 11, 2024. Alderman John Hodapp seconded the motion and it was approved by voice vote.

Adjournment

At 6:51 p.m. a motion to adjourn was made by Alderman Jeremy Weh. The motion was seconded by Alderman John Hodapp and was approved by voice vote.
