City of Carlyle Finance Committee met April 8.

Call to Order/Roll Call
The meeting was called to order by Chairman Jeremy Weh on Monday, April 8, 2024, at 6:39 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh, John Hodapp, Jeff Taylor. Others present included Tammy Peters, Jim McClaren, Mike Jansen, Scott Diekemper, Bruce Hilmes, Chief Mark Pingsterhaus, Brad Myers, Mayor Judy Smith, and Rita Jurgensmeyer.
Approval of Minutes
A motion was made by Alderman John Hodapp and seconded by Alderman Jeff Taylor to approve the minutes from the March 25, 2024, meeting. The motion was approved by voice vote.
Approval of Claims
Alderman John Hodapp made a motion to approve the claims. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
FY 25 MFT
City Administrator Brad Myers presented the FY25 Motor Fuel Tax saying that it is the same as before. Alderman John Hodapp made a motion to forward the FY25 Motor Fuel Tax to the city council. Alderman Jeff Taylor seconded the motion and it was approved by voice vote.
Discover Downstate Illinois FY 2025 Commitment
City Administrator Brad Myers explained the downstate Illinois FY25 commitment. He said the city has spent about $10,000.00 with downstate Illinois in the last year. He feels it was well worth it. He thinks they should increase the amount this year. Anything done for public relations runs through them and the city receives a 15 percent discount. City Administrator Brad Myers said with the council’s permission he would write a letter committing up to $20,000.00. Alderman Jeremy Weh made a motion to take to the city council approving City Administrator Brad Myers to send the letter committing up to $20,000.00. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
Approve Flooring Quotes for New City Hall
City Administrator Brad Myers said they went out for bids for flooring at the new city hall. They received three bids, one from King’s Floor Covering in the amount of $29,475.00, one from Home Connections in the amount of $30,552.88, and one from Kyle Voss in the amount of $29,833.05. Discussion was held concerning the conversation with the three companies. Mayor Judy Smith said that King’s Floor Covering was the only one to ask questions, and he knows a lot about floor covering. A motion was made by Alderman Jeff Taylor to take the bid from King’s Floor Covering in the amount of $29,475.00 to the city council. The motion was seconded by Alderman Jeremy Weh and it was approved by voice vote.
Approve Tree Cutting Proposal
City Administrator Brad Myers then presented the tree cutting proposal. They received bids to cut down three trees. One was from Wessel’s Tree Service in the amount of $4,000.00. One was from Wedekemper Tree Service in the amount of $10,400.00. The last one was from Rensing Paint and Tree Service in the amount of $10,300.00. Alderman John Hodapp made a motion to take to the city council the bid to cut down three trees from Wessel’s Tree Service in the amount of $4,000.00. The motion was seconded by Alderman Jeff Taylor and approved by voice vote.
Discuss Raising Rates for Trash/Recycle Pickup
City Administrator Brad Myers then discussed raising rates for trash/recycle pickup. He explained that Waste Management bills the city, and the city bills the residents. Currently the city is paying more than they are collecting from the residents. He said nothing needs to be done tonight but they should raise rates before the contract is over. The contract ends in February 2025, and he will be soliciting bids from other companies. It was discussed that the next contract will state that city hall will not take phone calls for garbage questions or complaints. Mayor Smith said that in Breese the resident’s contract with Waste Management directly. The city does not bill for garbage or recycling. Alderman John Hodapp said he saw that Breese did away with recycling. Mayor Smith said that a large dumpster was put up at city hall for recycling. She added that Waste Management got rid of recycling in Breese because not enough residents were recycling.
