2. Mayor McNamara presented a Proclamation declaring September 15 through October 15, 2024 to be "Hispanic Heritage Month" in the City of Rockford, Illinois.
3. Mayor McNamara presented a Proclamation declaring the week of September 16, 2024 to be "National Co-Responder & Crisis Responder Week" in the City of Rockford, Illinois.

IV. PUBLIC SPEAKERS
1. Steven Woita voiced his concerns and frustrations regarding the flooding that has taken place in the Keith Creek area for the last several years. He urged city staff to take action and help the residents in that area who are continually affected by the flooding.
2. Lola Mae Thrower Parham spoke about her legal rights against individuals that have physically abused her and vandalized her home.
3. Prophet Yusef recited a passage of scripture and voiced his concerns regarding school shootings. He provided several ideas that he felt could help prevent another school shooting from taking place.
4. Denzil Wynter was not present.
5. John Tac Brantley announced he was forming a coalition to focus on the needs of at-risk youth and young adults in this community.

A. Alderman Rose
Alderman Rose announced that Voices for Inspiration was hosting a Kids Coat Giveway on Sunday, September 22, 2024 from 1:00 to 5:00 p.m. at 3112 North Rockton Avenue. He indicated there would be bounce houses, face painting, food trucks, free haircuts and health care services available. He encouraged residents to attend this event.
B. Alderman Meeks
Alderman Meeks announced the Tour de North End would take place on Saturday, September 28, 2024 from 11:00 a.m. to 9:00 p.m. She mentioned the bike event would begin at Olympic Tavern and it would include live music, food and drawings for prizes.
C. Alderman Barrios
Alderman Barrios thanked Mayor McNamara and city staff for continuing the Forward for Fun Initiative. He shared the Eleventh Ward sponsored a Parade and Festival on Saturday, September 14, 2024 that brought the residents together. He reported it was a wonderful event and he was grateful to see the community coming together.
VII. MOTIONS AND RESOLUTIONS
A. Planning and Development Committee
1. 2024-212-R - Committee recommends approval of the application and acceptance of the United States Department of Housing and Urban Development (HUD) Grant in the amount of $400,000.00. The grant provides funds to implement a Planning and Environmental Linkage (PEL) study for the Cornerstone at Global Trade Park site at the southwest quadrant of the US-20 and IL-2 interchange. The funding source is the
HUD Community Project Funding. The grant comes as a 20% cost match ($100,000.00) for the total cost of the project ($500,000.00). The funding source is the Motor Fuel Tax funds.
