A. Motion to Convene into Closed Session in order to discuss Pending Litigation matters.

1. 2025-9-R - Resolution for settlement of John Horton v. City of Rockford, et al., Case No: 18-C-6829 in the amount of $9,500,000.00. (SUSPEND RULE 9)
Alderman Bailey, on behalf of the Code and Regulation Committee, read in the resolution. Alderman Bonne moved to suspend Rule 9, seconded by Alderman Rose. MOTION PREVAILED with a unanimous voice vote (Aldermen Logemann, Frost and Torina were absent)
The resolution was then placed up for passage.
RESULT: ADOPTED [UNANIMOUS]

IV. OFFICER REPORTS
A. Mayor McNamara
Mayor McNamara announced the passing of State Representative Church Jefferson. He spoke about Rep. Jefferson's kindness, professional achievements and community service. He extended his sincere condolences to the Jefferson family and then conducted a Moment of Silence in Mr. Jefferson's Honor.
B. Alderman Bonne
Alderman Bonne shared his personal feelings about Rep. Jefferson and he mentioned the city should consider renaming the intersection of Charles Street and Jefferson Street after Rep. Jefferson.
C. Alderman Meeks
Alderman Meeks expressed her gratitude for Rep. Jefferson's efforts and the path he paved for African Americans in our community.
D. Alderman Rose
Alderman Rose spoke about a personal experience he had interacting with Rep. Jefferson as a child.
E. Alderman Bailey
Alderman Bailey mentioned his father and Rep. Jefferson were friends and he extended his sympathies to the Jefferson family.
F. Alderman Hoffman
Alderman Hoffman stated Rep. Jefferson was her mentor and she shared she was grateful for the guidance he provided to her.
V. ADJOURNMENT
1. Motion to Adjourn
Alderman Tuneberg moved to adjourn the meeting, seconded by Alderman
Wilkins. MOTION PREVAILED with a unanimous voice vote (Aldermen Logemann, Frost and Torina were absent). The meeting was adjourned at 6:42 p.m.
