City of Carlyle Finance Committee met March 24.

Call to Order/Roll Call
The meeting was called to order by Chairman Jeremy Weh on Monday, March 24, 2025, at 6:45 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present were Committee Chairman Jeremy Weh, Aldermen John Hodapp, and Jeff Taylor. Others present were Mayor Judy Smith, City Administrator Brad Myers, Aldermen Jim McClaren, Scott Diekemper, Bruce Hilmes, Tammy Peters, Mike Jansen, Chief of Police Mark Pingsterhaus, City Clerk Rita Jurgensmeyer, Peggy Hilmes, Aaron Silvers, Wal Mart Manager, Nathan Columbo, Clearwave Fiber Representative, and Matt Wilson.
Approval of Minutes
Alderman John Hodapp made a motion to approve the minutes from March 10, 2025. The motion was seconded by Alderman Jeff Taylor and it was approved by voice vote.
Approval of Claims
Alderman John Hodapp made a motion to approve the claims. Alderman Jeff Taylor seconded the motion and it was approved by voice vote.
Fireworks Partnership
Peggy Hilmes spoke to the committee about the fireworks partnership. She gave the committee a financial report from the haunted trail last fall. She said they made approximately $11,500.00. They also had some money from collecting from cars that didn’t get used last year. She said they already sent the fireworks company a check for $13,500.00. Considering the problems they had the year before and last year they will be getting a $30,000.00 show if the city contributes $7,500.00. She explained the problems that they had last year. She added that next year is the semi sesquicentennial. She said they may want to do more celebrations. Alderman John Hodapp made a motion to recommend to the city council the partnership with the July 4th fireworks held at the lake in the amount of $7,500.00. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
Discover Downstate Illinois FY 2026 Commitment
City Administrator Brad Myers explained that every year Downstate Illinois comes to the city asking for a letter of commitment. Last year the city spent $20,000.00. He is asking for approval for $20,000.00 this year. Alderman John Hodapp made a motion to send to the city council to approve the Discover Downstate FY2026 commitment of $20,000.00. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
Discuss/Approve Oakley Quote for Generator Fuel Tank
City Administrator Brad Myers told the committee that last week they took the generator from the old city hall to reinstall it at the power plant. When they moved it, they discovered the two-layer fuel tank had a hole in the outside layer and a large rust spot. It cannot be fixed. A new fuel tank needs to be purchased. They have a quote from Oakley Services Inc. for a new fuel tank at the cost of $7,410.00. City Administrator Brad Myers said it would be easier to replace it now before it is hooked up. Alderman John Hodapp made a motion to take to the city council the purchase of a fuel tank from Oakley Services, Inc. at the cost of $7,410.00. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
