City of Carlyle City Council met Dec. 28

Here is the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Logan Speiser was absent.

City employees present were Chief of Police Mark Pingsterhaus, City Administrator Andy Brackett, Joe Behrman, and City Clerk Rita Jurgensmeyer.

Others present were Todd Marver. Aaron Burnett was present via zoom.

A motion was made by Alderman John Hodapp and was seconded by Alderman Jeremy Weh to approve the minutes from the December 14, 2020 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.

Alderman Don Perez made a motion to approve the transfers from Fund 1 – General Fund to Fund 17 – Parks for $10,000.00, Fund 18 – Playground for $5,000.00, and Fund 20 – Library for $20,000.00 for a total of $35,000.00. The motion was seconded by Alderman Scott Diekemper and unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Kent Newkirk. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Kent Newkirk and approved unanimously by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, and Shannon Petrea. Nay: none.

Mayor Judy Smith reported that the Library Board is having a meeting Monday night to discuss how to proceed with the closure.

Joe Behrman reported that they have the equipment ready in case of bad weather later this week.

Mayor Judy Smith reported that City Hall will be closed on New Year’s Day, voting for the Christmas home lights contest will end on January 3rd and the lights at the City Park will be lit until January 10th.

Mayor Judy Smith informed the Council that Wilson Lappe has resigned from the Zoning Board. She thanked him for his many years of being on the Board. Alderman Don Perez made a motion to accept the resignation of Wilson Lappe from the Zoning Board. The motion was seconded by Alderman Kent Newkirk and was approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, and Scott Diekemper. Nay: none.

Mayor Judy Smith said she has spoken to Kristine Siegler about serving on the Zoning Board and she agreed to it. Alderman John Hodapp made a motion to appoint Kristine Siegler to the Zoning Board to fill the unexpired term of Wilson Lappe which will expire on 11/01/2022. The motion was seconded by Alderman Scott Diekemper and was unanimously approved by roll call vote. Aye: John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.

City Administrator Andy Brackett explained that SWIDA and Bywater are reapplying to Illinois Housing Development Authority for the Lakeside Villa development. They had applied before and did not receive funding from IDA, but they were happy with the scoring. They would like to reapply and are asking for a letter of support from the city. Andy Brackett said that if any of the alderman would like to support the project, he will assist them in writing a letter.

Alderman Kent Newkirk made a motion to approve the letter of support for the proposed Lakeside Villa Housing Development. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

City Administrator Andy Brackett explained the grant agreement with DCEO for up to $85,000.00 in reimbursable costs. This will support the small business economic support grants.

Alderman John Hodapp made a motion to authorize the grant agreement with DCEO for up to $85,000.00 in reimbursable costs. The motion was seconded by Alderman Don Perez and was unanimously approved by roll call vote. Aye: Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, and Jeremy Weh. Nay: none.

Chief of Police Mark Pingsterhaus said they have received the 2020 Ram truck. It has replaced Mike Lane’s vehicle. He is now requesting an ordinance for the sale of the 2012 Explorer.

Alderman Don Perez made a motion to approve the ordinance for the sale of the 2012 Explorer. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.

City Administrator Andy Brackett explained the residential utility tap-on waiver program. He said this has been discussed in the Finance Committee meeting. He also said that he and Mayor Smith have talked to several real estate agents about boosting residential development. They have come up with an ordinance draft and are asking the Council their opinion. Discussion was held concerning how much would be offered, the length of the program-, single- and two-family new construction. Alderman John Hodapp asked what the length of the program would be. City Administrator Andy Brackett said he looked back on the “Rooftop Program” and said it was originally for one year and it was extended for one more year, but he thought it should run for two or three years. Alderman Kent Newkirk said he was concerned about the length of time because he thought there were some ordinances that could not be passed because of time before an election and he would like City Attorney Joe Heiligenstein to look at it before anything was approved.

Alderman Kent Newkirk made a motion to direct the City Administrator and City Attorney to prepare an ordinance for the residential tap-on fee waiver program. The motion was seconded by Alderman Don Perez and was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Kent Newkirk. Nay: none.

City Administrator Andy Brackett explained the KRB Excavating has completed the Governors Run intersection and requested the final payment of $13,124.34.

Alderman Kent Newkirk made a motion to approve the pay request from KRB Excavating for $13,124.34. The motion was seconded by Alderman John Hodapp and unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, and Shannon Petrea. Nay: none.

City Administrator Andy Brackett explained the Boiler Policy Renewal with Cincinnati Insurance. He said we have had several claims over the last year, so they are raising the annual premium and reducing the limits of coverage. The new annual premium would be at a cost of $79,636 with a $5,000,000 limit with a $1,000,000 limit per occurrence. The deductible would be 20 percent of the loss with a minimum deductible of $50,000 (power generating equipment). The deductible for all other equipment would be $25,000.

Alderman Mike Jansen made a motion to accept the Boiler and Machinery insurance renewal proposal #2 from Cincinnati Insurance. Alderman Shannon Petrea seconded the motion, and it was approved. Aye: John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, and Scott Diekemper. Nay: none. Don Perez abstained.

City Administrator Andy Brackett explained the award of the small business economic support grants. He said this has gone through a couple of Finance Committee meetings to review the economic support grant applications that have been received. It was recommended to award the following businesses for lost sales, fixed debt, and payroll:

Attitudes Salon - Reimbursement for lost sales and fixed debts.

Columbian Club - Reimbursement for lost sales and payroll.

Duey's on Main LLC - Reimbursement for lost sales and payroll.

Fitness Factory - Reimbursement for lost sales.

Governor's Run - Reimbursement for lost sales.

Hair Visions - Reimbursement for lost sales and PPE/cleaning equipment.

Island Tan and Salon - Reimbursement for lost sales and cleaning supplies.

Jay's Flamingo - Reimbursement for lost sales and accounts payable.

Mioux Florist - Reimbursement for lost sales.

Old 50 Cafe - Reimbursement of lost sales and accounts payable.

Peak Sign Company - Reimbursement for lost sales and accounts payable.

Signatures Bar and Grill - Reimbursement of lost sales and accounts payable.

There are also two additional businesses that are contingent on them not receiving state program funds.

Bretz Entertainment LLC - Reimbursement for lost sales.

Schleicher's Bar and Grill - Reimbursement for lost sales.

A motion was made by Alderman Kent Newkirk to approve the grant awards as presented. The motion was seconded by Alderman John Hodapp and was approved unanimously by roll call vote. Aye: John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.

At 7:15 p.m. a motion to adjourn was made by Alderman Don Perez. The motion was seconded by Alderman Mike Jansen and was unanimously approved by roll call vote. Aye: Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.
