City of Rockford Planning & Development Committee met Nov. 14.

Here is the minutes provided by the committee:

I. CALL TO ORDER 

A. Invocation and Pledge of Allegiance 

Chaplain Calvin Culpepper gave the invocation and Chairperson Meeks led the Pledge of Allegiance.

II. PUBLIC SPEAKERS 

1. Flossie Hoarde challenged the Mayor and Alderman to "Think Bigger". She commended the Mayor and City staff on the West State Street resurfacing and how nice it makes the City look. She then encouraged the City Council and the Mayor to put more into the needs of the families. She would like to see a development plan for the previous AlMart building on West State and would like the City to consider making it into a community center that takes into consideration the needs of the West side residents, families and those in public housing.

2. Prophet Yusef quoted scripture and encouraged everyone to think of the black soldiers and fallen heroes.

3. Reverend Earl Dotson, Sr. was not present.

4. Reverend Leonard Williams, Sr. was not present.

5. John Tac Brantley was not present.

IV. COMMITTEE REPORTS 

1. Proposed Enterprise Zone Number One Boundary Amendment to Delete Parcels

The areas that Staff is proposing to delete are: 

- The area roughly between Hudson St, South Horace Avenue, 

Cunningham Rd and Cunningham St, South Central Avenue, Preston  St, Stewart Ave, to Cunningham St. 

- The area roughly between Tay Street, Elm Street, South Avon St, W State St, to Lakin Terrace. 

- The area roughly between North Independence Avenue along West State Street to Irving Avenue. 

- The area roughly on the west side of Illinois 2 north of Campus Hills Blvd. 

Alderman Wilkins made a motion and Alderman Hoffman seconded to approve the proposed Enterprise Zone Number One Boundary Amendment to Delete Parcels. Anna Garrison, Economic Development Manager, Department of Community and Economic Development, stated that some parcels listed are city owned and will remain under city control through the remainder of the term of Rockford Enterprise Zone Number One. Others belong to nonprofit organizations or the State of Illinois. As a result, such parcels do not benefit from being located in an enterprise zone. There was no discussion on this item. Vote was taken and motion passed (3-0).

RESULT: PASSED [3 TO 0] 

AYES: Karen Hoffman, Janessa Wilkins, Gina Meeks

ABSTAIN: Tim Durkee

ABSENT: Linda McNeely

2. Proposed Enterprise Zone Number One Boundary Amendment to Add Parcels

The areas that Staff is proposing to add are: 

- The area roughly Prairie Rd, Pelley Rd, IL 2, and US 20 

- The area roughly Latham St, Benington Rd, North Main St, and West Riverside Blvd. 

- The area roughly Alida St, Cameron Avenue, North Rockton Avenue, and Overdene Avenue 

- The area roughly Pointe Avenue, Center Terrace, South Alpine Road, Sequoia Road, and Newburg Road 

- The area roughly Lapey Street, Wills Avenue, 11th Street, and Reed Avenue. 

- The area roughly Christina Street, 15th Avenue, Seminary Street, and 18th Avenue. 

- The area roughly Christina Street, 15th Avenue, Magnolia St, and 18th Avenue. 

- The area roughly Cunningham Rd, South Central Avenue, and Morgan Street.

- The area roughly 14th Street, 19th Avenue, 15th Street, and 20th Avenue. 

- The area roughly Falcon Road, Leonard Road, 11th Street, and New Milford School Road. 

- The area roughly North Main Street, Shephard Trail, the Rock River, and John Woods Drive. 

- The area roughly Edgemont Street, Sharon Avenue, North Rockton Avenue, and Lawndale Avenue. 

- The area roughly South Main Street, Loomis Street, Rock Street, and Knowlton Street. 

- The area roughly 6th Street, 18th Avenue, 11th Street, and 20th Avenue Alderman Hoffman made a motion and Alderman Wilkins seconded to approve the proposed Enterprise Zone Number One Boundary Amendment to Add Parcels. Anna Garrison, Economic Development Manager, Department of Community and Economic Development, mentioned that the parcels contain mostly commercial and industrial properties. There was no discussion on this item. Vote was taken and motion passed (4-0).

RESULT: PASSED [UNANIMOUS]

ABSENT: Linda McNeely

V. RESOLUTIONS 

1. Creation of a TIF Commercial & Industrial Rehabilitation Program

Alderman Hoffman made a motion and Alderman Durkee seconded to approve the proposed Creation of a TIF Commercial & Industrial Rehabilitation Program.

There was no discussion on this item. Vote was taken and motion passed (4-0).

RESULT: PASSED [UNANIMOUS] 

AYES: Tim Durkee, Karen Hoffman, Janessa Wilkins, Gina Meeks 

ABSENT: Linda McNeely

VI. ADJOURNMENT 

Alderman Durkee made a motion to adjourn, seconded by Alderman Wilkins.

The meeting adjourned at 5:56 p.m.
