City of Carlyle City Council met Dec. 23.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Bruce Hilmes. Aldermen Tammy Peters and Mike Jansen were absent.

City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, and City Clerk Rita Jurgensmeyer.

Alderman Jeff Taylor made a motion to approve the minutes from December 9, 2024, regular meeting. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman John Hodapp, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Bruce Hilmes, Jim McClaren. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1General Fund to Fund 3 Street and Alley for $50,000.00, Fund 4 Police for $115,000.00, Fund 17 Parks for $15,000.00, Fund 20 Library for $10,000.00, for a total of $190,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Bruce Hilmes, Jim McClaren, and Scott Diekemper. Nay: none.

Mayor Judy Smith reported in the mayor’s report wishing everyone a merry Christmas and happy new year.

City Administrator Brad Myers reported in the city administrator’s report saying the pump quit in the lift station by the pool and they don’t have a spare, so it is out for repair. He said it doesn’t really matter because the pool is not operating, and the restrooms are not being used. He said that it will probably cost around $10,000.00 to be rebuilt.

City Administrator Brad Myers also reported that there is a water leak at 5th Street and Fairfax Street. They are aware of it. It is a service line leak, and they will repair it when the Water Department gets a day or two to replace the line. He added that it has already been repaired six times, so they are going to take the line out and put a new one in.

City Administrator Brad Myers said that City Hall will be closed on Christmas Eve and Christmas Day.

City Administrator Brad Myers said that the Finance Committee forwarded to the council the quote for boiler and machinery insurance proposal from Cincinnati Insurance Company through Imming Insurance Agency. It is the only quote received in the amount of $102,024.00.

Alderman John Hodapp made a motion to approve the quote for boiler and machinery insurance proposal from Cincinnati Insurance Company in the amount of $102,024.00. Alderman Jeff Taylor seconded the motion, and it was approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Bruce Hilmes, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

City Administrator Brad Myers explained the FY 25 Tax Levy. He said it must be turned into the county clerk’s office by the last Tuesday in December. He said a hearing was not needed because they stayed within the 5 percent limit. The total tax levy is $423,548.36.

Alderman Jeff Taylor made a motion to approve the FY 25 tax levy. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.

Alderman Jeff Taylor made a motion to approve the hiring of Travis Turley to make a new video of the Christmas lights in the park for approximately $4,000.00 to $5,000.00 Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.

City Administrator Brad Myers reported for the Street and Alley Department saying that the grates on 17th Street look great. They were made by the city employees, and it saved a lot of money.

Chief of Police Mark Pingsterhaus said that the Police Department currently has three part-time police officers. Jeff Wuebbles came to him and asked if he could be hired part-time. Chief Pingsterhaus said he is always looking for good part-time people. The three part-time officers they have right now have full-time jobs as well. Jeff Wuebbles is retired, he is the former Germantown police chief. Since he has all the training it will be a minimal cost to the city.

Alderman Jeff Taylor made a motion to hire Jeff Wuebbles as part-time officer. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Bruce Hilmes. Nay: none.

At 7:10 p.m. Alderman Jeremy Weh made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, 5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired, and 5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Bruce Hilmes, and Jim McClaren. Nay: none.

At 7:45 p.m. the council returned to regular session.

At 7:45 p.m. a motion to adjourn was made by Alderman Bruce Hilmes. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.
