City of Carlyle City Counci met Jan. 13,

Here are the minutes provided by the council:

Call to Order/Roll Call

The meeting was called to order by Mayor Judy Smith on Monday, January 13, 2025, at 7 p.m. Council members present included Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Scott Diekemper was absent. City employees present included Chad Holthaus, Chief Mark Pingsterhaus, Kevin Rolfingsmeyer, Keith Housewright, City Administrator Brad Myers, Mayor Judy Smith and Deputy Clerk Martha Reinkensmeyer. Others present included Rob Dorman, Matt Wilson, Ryan Schmitt, and City Attorney Joe Heiligenstein

The meeting opened with the Pledge of Allegiance.

Approval of Minutes

Jeff Taylor made a motion to approve the minutes from the December 23, 2024, meeting. Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Claims

Jeremy Weh made a motion to approve payment of claims against the city. John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Treasurer’s Report

Jeremy Weh made a motion to approve the treasurer's report. Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Jeremy Weh. Nay: none.

City Clerk Report

Deputy Clerk Reinkensmeyer stated that she and City Clerk Rita Jurgensmeyer would be attending a municipal clerk’s seminar next week in Peoria. She added that they will also be attending the International Institute for Municipal Clerk’s conference in May. It is being held in St. Louis.

Aldermen Reports

Jeff Taylor stated that the new billboard on US Route 50 at the Breese exit looks great

Mayor’s Report

Mayor Smith thanked the city employees for getting the snow cleared last week and thanked everyone who made nice comments about the employees’ work.

City Administrator’s Report

Brad Myers thanked everyone who took part in the snow removal. He also thanked Clinton County for helping the city with an equipment breakdown. Brad added that starting February 1st Waste Management will be taking over billing for trash and recycling.

Public Comments

Librarian Report

Librarian Keith Housewright stated that the annual Eagle Watch will be held at Case Halstead Library on January 25th. To attend the free event, the public is encouraged to register to determine a head count. There will be two sessions of the program.

Corporate/Finance

Approve Council & Finance Meeting Schedule for 2025 - Jeff Taylor made a motion to approve the 2025 schedule for Carlyle City Council meetings and the Finance Committee. Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, and John Hodapp.

Review, Approve, & Complete Tree Removal Bid - City Administrator Brad Myers stated that the Finance Committee has recommended Meurer Brothers from Belleville to complete the removal of 42 trees throughout the city at the cost of $59,000.00. Jeff Taylor made a motion to approve hiring Meurer Brothers to remove 42 trees throughout the city at the cost of $59,000.00. Tammy Peters seconded the motion, and the motion passed by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, and Jeff Taylor. Nay: John Hodapp

Electric

Engine 11 Radiator Project - Electric Department Foreman Kevin Rolfingsmeyer stated that Engine 11 has a leak in its cores up on the roof. He contacted several companies, but only Metro East Incorporated came to look at the engine. To make the repairs, Metro East Incorporated must take out the cores, rebuild them, and then reinstall them. To do this, a crane must be on site. Unverfehrt Farm Supply can supply a crane for $185 per hour. Kevin stated that this would be a two-day project and would cost approximately $18,000.00 to $20,000.00. Jeff Taylor made a motion to approve the repairs to radiator of Engine 11. Jim McClaren seconded the motion, and the motion passed unanimously by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen.

At 7:18 p.m., John Hodapp made a motion to enter executive session. Mike Jansen seconded the motion, and it passed unanimously by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Return to Regular Session

At 7:57 p.m. the council returned to regular session.

Adjournment

At 7:58 p.m., Jeff Taylor made a motion to adjourn the meeting. Jeremy Weh seconded the motion, and it passed unanimously by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jeremy Weh. Nay: none.
