City of Carlyle City Council met March 10.

The Carlyle City Council was called to order by Mayor Judy Smith at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Jeremy Weh was absent.
City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, City Attorney Joe Heiligenstein, Keith Housewright, Kevin Rolfingsmeyer, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson. Kelly and Maddie Dempsey arrived at 7:11 p.m.
Mayor Judy Smith asked for a motion to continue approval of February 24, 2025, minutes. Alderman Jeff Taylor made a motion to continue approval of February 24, 2025, minutes. Alderman Mike Jansen seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Jeff Taylor made a motion to pay the claims against the city. The motion was seconded by Alderman Mike Jansen and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Alderman Jeff Taylor made a motion to approve the Treasurer’s Report as presented. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Mayor Judy Smith said encouraged those present to look at where trees were cut down by Meurer Brothers. She said they had done a wonderful job. They have all the trees down and they are now grinding stumps. Everyone that dealt with them said they were very professional and polite. They went on residents’ porches and blew off any sawdust from the tree removal.
City Administrator Brad Myers reported that leaf pick up will be the last week of the month, March 24th. This will be the last week of the season for leaf pickup. He asked that everyone put their leaves out by the road and not in the road.
City Administrator Brad Myers also reminded everyone to go out to Bruemmer Park and see the work on the pavilion.
Keith Housewright reported for the library thanking the Electric Department for getting the bulbs down around the building before they put up the new ones.
City Administrator Brad Myers said that the quotes for the health, dental, and vision renewal have been through the employee concerns committee and the finance committee. They recommended going with option 1, Allstate/Cigna for health insurance. Option 2 from Delta Dental for dental insurance. The only option for vision was from Delta Vision.
Alderman Jeff Taylor made a motion to approve the insurance renewal from Allstate/Cigna for the health insurance, Delta Dental for the dental insurance, and Delta Vision for the vision insurance. Alderman Tammy Peters seconded the motion and it was approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Alderman John Hodapp abstained. Nay: none.
City Administrator Brad Myers said the quote for the generator move had gone through the Electric Committee and the Finance Committee to have the generator currently at the old city hall moved to the power plant. It also includes some routine maintenance. The quote was from Oakley Services, Inc. in the amount of $16,238.55.
Alderman Jeff Taylor made a motion to approve the quote from Oakley Services, Inc. to move the generator from the old city hall to the power plant and to do some routine maintenance in the amount of $16,238.55. Alderman Tammy Peters seconded the motion and it was approved unanimously by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and John Hodapp. Nay: none.
City Administrator Brad Myers said that the quote to purchase a generator for 17th Street communications equipment has gone through the Finance Committee and they forwarded it to the city council. The quote was from Oakley Services, Inc. in the amount of $8,686.59. This generator would power the equipment that is currently being moved from the old city hall, which is the towers, computers, generators. They need the generator to do the switchover to maintain the services currently in the city.
Alderman Jim McClaren made a motion to approve the quote from Oakley Services, Inc. in the amount of $8,686.59 for the 17th Street communications equipment. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: aye Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, and Jeff Taylor. Nay: none.
City Administrator Brad Myers said the Ridge Street lift station has monitoring equipment to alert when there is an outage and if the lift station is not working. Brandon Pieron would like to have the monitoring system improvements for the Ridge Street lift station. The quote was from EFI Solutions in the amount of $5,209.00. This has gone through the Water and Sewer Committee and the Finance Committee and they forwarded it to the city council.
Alderman Jeff Taylor made a motion to purchase the monitoring system improvements from EFI Solutions at a cost of $5,209.00. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
City Administrator Brad Myers presented the MFT resolution. He said that earlier in the Street and Alley committee meeting H. M. & G. explained the MFT resolution for this year. City Administrator Brad Myers said this year they are asking for $200,000.00 to be approved by the state for the city’s MFT money. This will be used for oil and chipping roads east of Route 127 and north of Clinton Street.
Alderman John Hodapp made a motion to approve the MFT resolution. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Mayor Judy Smith then read a proclamation for National Girl Scouts’ Week. Girl scout Maddie Dempsey was in attendance along with her mom Kelly Dempsey. The council congratulated them after the proclamation was read.
Chief of Police Mark Pingsterhaus reported that earlier this evening they had a Police Committee meeting to open bids for a sally port addition to the police department. They received two bids. One was from Boatright Built for $109,300.00. The other was from JT Built for $142,596.00. The Police Committee and the Finance Committee recommended Boatright Built to be awarded the bid. The Police Department has also received a $20,000.00 grant to go toward the addition.
Alderman Jeff Taylor made a motion to accept the bid from Boatright Built in the amount of $109,300.00 for the sally port addition to the Police Department. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Alderman John Hodapp made a motion to continue the job postings for Street and Alley foreman, Street and Alley MW II, and Water and Sewer MWII. Alderman Bruce Hilmes seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
At 7:18 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
