City of Carlyle Finance Committee met Sept. 25.

Call to Order/Roll Call
The meeting was called to order by Chairman Jeremy Weh on Monday, September 25, 2023, at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh and Jeff Taylor. John Hodapp was absent. Others present included Mayor Judy Smith, Brad Myers, Tammy Peters, Jim McClaren, Mike Jansen, Scott Diekemper, Bruce Hilmes, Chief of Police Mark Pingsterhaus, and Rita Jurgensmeyer.
Approval of Minutes
A motion was made by Alderman Jeremy Weh and seconded by Alderman Jeff Taylor to approve the minutes from the September 11, 2023, meeting. The motion was approved by voice vote.
Approval of Claims
Alderman Jeremy Weh made a motion to approve the claims. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.
Transfer Funds for Purchase of New Vehicle for Police Chief
Chief of Police Mark Pingsterhaus explained that Mayor Judy Smith met with Sandy Lohman with K & J Chevrolet. After Mayor Smith met with Sandy Lohman, Chief of Police Mark Pingsterhaus received a call from Sandy Lohman saying that they have a car on the lot if he is interested. Sandy Lohman told Chief Pingsterhaus that they would give him $24,000.00 for his vehicle and the cost of the new one is $51,524.00. Mayor Smith told the council that the old Tahoe needs to be fixed before it leaves the lot. Mayor Smith told Sandy Lohman that the service the city received was not good. Mayor Smith then explained that when the old Tahoe is repaired, she would like to transfer $24,000.00 from Capital Outlay to the Police Department and City Administrator Brad Myers will be able to drive it and the old Explorer he is currently driving will go to Ryan Meyer in the Park Department. Chief Pingsterhaus said the balance for the new vehicle will come from the drug fund. Alderman Jeremy Weh made a motion to send to City Council transferring $24,000.00 from Capital Outlay to the Police Department. The motion was seconded by Alderman Jeff Taylor and was approved by voice vote.
Facility Rental Fees
Alderman Jeremy Weh said that the Park Committee referred to the Finance Committee raising the rental fees. They would increase the fee for the Fish Hatchery to $100.00 plus a $50.00 deposit from $75.00. The four pavilions at the city park as well as the pavilion at the Maple Hill Park would increase to $30.00 from $25.00. The fee for field preparation at all the baseball/softball diamonds would increase to $50.00 from $40.00. The cost to rent the concession stand will be $25.00. Alderman Jeremy Weh made a motion to send the previous fees discussed to the city council. Alderman Jeff Taylor seconded the motion and it was approved by voice vote.
Audit Report from Glass & Shuffett, Ltd.
A motion was made by Alderman Jeremy Weh to continue the audit report. Alderman Jeff Taylor seconded the motion and it was approved by voice vote.

Executive Session
At 6:36 p.m. Alderman Jeremy Weh made a motion to enter executive session to discuss park employee raises. The motion was seconded by Alderman Jeff Taylor and it was approved by voice vote. At 6:41 they returned to regular session. Alderman Jeremy Weh made a motion to send to council the park employee raises. Alderman Jeff Taylor seconded the motion and it approved by voice vote.

At 6:42 p.m. a motion to adjourn was made by Alderman Jeremy Weh. The motion was seconded by Alderman Jeff Taylor and was approved by voice vote.
