II. COMMITTEE REPORTS 

1. 2024-86-CR - Approval of a Rental Assistance Agreement with Gorman & Company-Lafayette Hotel Project in support of transitioning 10 tenant-based permanent support housing units to project-based units. The agreement does not require a cost match. The grant term is for a 15 year extended period.

Beach asked what permanent support housing unit means for the whole project and if this is part of that.

A. Parham answered this is not part of the agreement to improve the building, that funding is coming from federal HOME dollars.

These are funds that the city currently receives that historically were used to provide assistance to individuals residing at the Lafayette. The proposed agreement modifies that from assistance provided to individuals to being project based so we'll have access to the units for the duration of this agreement. The agreement is being laid out this way in order to help secure financing for the project.

Durkee questioned there's a clause in the development agreement for the city to use them for emergency housing for at-risk people is this what the 10 units are for.

A. Parham confirmed that's what the 10 units are for. These are part of our efforts to reduce the burden that's been placed on the over utilization of hotels for the last few years. This is part of our efforts to have something that's long term and more sustainable to avoid these costs.
