Belvidere Community Unit School District 100 Board of Education Policy and Personnel Committee met Sept. 12.

A.1. Strategic Plan Update - Goal 4
Administration provided a review of the District's progress to achieve the goals of the strategic plan. The Policy and Personnel Committee focuses on Goal 4: Premier Workforce
This monthly presentation, the District's scorecard, and the Schools' Scorecard provide key updates about the school district's progress to implement the strategic plan.
B.1. Policy 2:260 Uniform Grievance Procedure
The policy, Legal References, and footnotes are updated. The policy and footnotes are updated for continuous improvement and in response to final regulations implementing Title IX of the Education Amendments of 1972 (Title IX), requiring all Title IX sex discrimination complaints to be processed using sample policy 2:265, Title IX Grievance Procedure. Footnote 4 is updated in response to final regulations implementing Title II of the Americans with Disabilities Act (Title II), requiring school districts to implement the Web Content Accessibility Guidelines (WCAG) Version 2.1, Level AA for their web content and mobile apps. The Legal References are updated for continuous improvement

B.2. Policy 2:265 Title IX Grievance Procedure
REWRITTEN. The policy and footnotes are updated in response to final regulations implementing Title IX.

B.3. Policy 5:100 Staff Development Program
The policy, Administrative Procedure References, and footnotes are updated. The policy and footnotes are updated in response to:
1. 105 ILCS 5/10-22.39(b-5), amended by P.A. 103-603, eff. 1-1-25, deleting “chronic health conditions of students” from the list of required staff training regarding health conditions of students;
2. 105 ILCS 5/10-22.39(b-20), amended by P.A. 103-603, eff. 1-1-25, requiring in-service training on the definitions of trauma, trauma-responsive learning environments, and whole child as set forth in 105 ILCS 5/3-11; and
3. 34 C.F.R. §106.8(d), updating Title IX training requirements for staff.
The footnotes are also updated in response to:
1. 105 ILCS 5/10-22.39(b-5)(7), amended by P.A. 103-603, eff. 1-1-25, providing immunity for trained employees using a trauma kit;
2. 105 ILCS 110/3, amended by P.A. 103-609, eff. 1-1-25, requiring districts to provide staff with information on emergency procedures and life-saving techniques within 30 days after the first day of each school year; and
3. Continuous improvement.

B.4. Policy 7:20 Harassment of Students Prohibited

C.1. 4.150 Facility Management and Building Program
This policy was requested by Matt Zickert. Mr. Zickert shared concerns regarding the order for the possible re- naming of the BHS Stadium of the Hearn Stadium Building.
Will look at a possible policy revision to add that if the fundraiser is approved the naming is also approved. Could we add language about more than one name is being considered is the time that we would need to form a committee.
We will make revisions and return to Policy
C.2. 7:215 Conditional Probation /Holding Expulsion in Abeyance Policy
After discussion at our last Policy and Personnel Committee meeting regarding this, the committee is bringing back a policy modification for the Committee to consider.
Current language: A copy of the executed Conditional Probation Agreement shall be sent to the Superintendent for distribution to members of the School Board.
Language for consideration – Option #1: A copy of the executed Conditional Probation Agreement shall be sent to the Superintendent for distribution to members of the School Board. The Superintendent shall also provide members of the School Board with a brief written summary explaining the rationale underlying the Conditional Probation Agreement.
Language for consideration – Option #2: The second bullet point of the policy is amended to read: If conditional probation is to be recommended, it shall be reviewed and conditionally approved in advance by the Superintendent or designee.
Then, the third bullet point is amended to read: To become effective, however, conditional probation must be offered by the Administration, and accepted via written agreement by and between the parent(s)/guardian(s) and the student and the School Board following an explanation of the Conditional Probation Program. Notably, the School Board may reject the Administration’s recommendation and proceed to expulsion
The Committee decided to bring them both forward to the Board this month.
D.1. Draft of D100 Substitute Handbook
Since bringing back substitutes back into the District for the 2023-24 school year, substitutes have asked to have a guiding document to assist with understanding District operations, procedures and policy. Ms. Ivan has been working on developing a D100 Substitute Handbook to assist substitutes with a handbook as a support document.
This will go forward to the Board for a vote at the September Board meeting - we will put on roll call.
D.2. BASS MOA for Late Hire/Salary Increases
Currently there is no contractual language that addresses the annual increase for a new employee who is hired late in the school year within the BASS Collective Bargaining Agreement. The District and BASS agree that there should be language to address this issue.
This will go forward to the Board for a vote at the September Board meeting - we will put on roll call.
Other Matters:
E.1. Orland Dental Agreement
District 100 just received the annual agreement with Orland Park Dental Services. The District utilizes Orland Park Dental every year to provide free dental services for students who qualify and have parent permission to receive such services.
This will go forward to the Board for a vote at the September Board meeting - we will put on consent agenda.
