Loves Park Council accepts resignations

The city of Loves Park Council met Dec. 19 to accept resignations.

Here are the meeting's minutes, as provided by the council:

The Loves Park municipal government includes 10 aldermen, who attend City Council meetings and vote on City issues. The City is divided into 5 different wards. The citizens of each ward directly elect 2 aldermen, who serve 4 year terms.

Mayor Darryl Lindberg called the meeting to order at 6:00 p.m.

Mayor Darryl Lindberg opened the meeting with an invocation, followed by the Pledge of Allegiance.

The Journal of Proceedings for the regular meeting of December 12, 2016 was approved as submitted by the city clerk on a motion by Alderman Pruitt. Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton) 1 Present (Alderman Little)

Received a letter of resignation from Police Officer Dale Jeon, effective December 31, 2016. Placed on file.

Mayor Lindberg announced that city offices will be closed Friday, December 23, Monday, December 26, and Friday, December 30, 2016 in observance of the Christmas and New Year holidays. He also announced that the city council meeting scheduled for December 26, 2016 has been canceled and the first city council meeting of the new year will be Monday, January 2, 2017 at 6:00 p.m.

Alderman Jury presented the Water Department bills dated December 12, 2016, in the amount of $14,715.27, and moved that they be paid. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Warden, Jacobson, Jury, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton)

Alderman Jury presented the General Fund and all other bills dated December 12, 2016, in the amount of $200,524.42, and moved that they be paid. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Warden, Jacobson, Jury, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton)

Alderman Little presented the Police Department Report dated December 19, 2016; presented Fire Department Reports dated December 18, 2016, to be placed on file.

Alderman Jacobson presented the Water Department Report dated December 19, 2016; presented the Street Department Report dated December 19, 2016, to be placed on file.

Alderman Jury of the Finance and Administration Committee presented the General Fund and all other bills dated December 19, 2016, in the amount of $68,429.45, for consideration at the next city council meeting; presented the Treasurer’s Report for November 2016, with an ending balance of $7,858,179.96; presented the minutes from the committee meeting held December 12, 2016, to be placed on file.

Reimbursement Of Travel Expenses

Alderman Little of the Public Safety Committee commented that the Loves Park Fire Department conducted their annual toy drive and will be delivering gifts to needy families on Christmas day.

Alderman Jacobson of the Public Works Committee presented the Water Department list of bills dated December 19, 2016, in the amount of $17,275.16, for consideration at the next city council meeting.

Alderman Pruitt of the Community Development Committee announced that a committee meeting will be held Wednesday, January 4, 2017 at 5:30 p.m.

Alderman Jury presented the following resolution authorizing approval of a site access agreement with GTE Wireless of the Midwest Incorporated d/b/a/ Verizon Wireless. WHEREAS, the City of Loves Park (“City”) has reviewed a proposed Site Access Agreement with GTE Wireless of the Midwest Incorporated d/b/a/ Verizon Wireless, a copy of which is attached hereto as Exhibit “A” (“Site Access Agreement”); and WHEREAS, the City has determined that the terms of the Site Access Agreement are acceptable; and WHEREAS, the City has determined that entering into the Site Access Agreement is in the best interest of the citizens of the City of Loves Park. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Loves Park, Illinois, that by the adoption of this resolution, whose recitals are incorporated herein, that the City hereby agrees:

1. The above recitals are hereby incorporated into this Resolution as it is fully

stated herein. 2. The City hereby approves and the Mayor is hereby authorized to execute the Site Access Agreement, in substantially the same form as attached hereto as Exhibit “A”. 3. This Resolution will be in full force and effect from and after its passage, approval, and publication in pamphlet form in the manner provided by law. Second by Alderman Jacobson. Alderman Jury presented for first reading an ordinance appointing the City Attorney and reaffirming the Special Prosecutor and compensation for both the City Attorney and Special Prosecutor, and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Warden, Jacobson, Jury, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton) Laid over

Alderman Jury moved to suspend any and all rules to bring the above ordinance in for second reading. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Warden, Jacobson, Jury, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton)

Alderman Jury presented for second reading an ordinance appointing the City Attorney and reaffirming the Special Prosecutor and compensation for both the City Attorney and Special Prosecutor, and moved for passage of the ordinance. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Warden, Jacobson, Jury, Little, Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton) ORDINANCE NO. 4127-16

Alderman Jury presented for first reading an ordinance regulating the reimbursement for all travel, meal and lodging expenses for officers and employees, and moved to waive the reading of the ordinance as all aldermen have been provided copies.
