Loves Park Council grants liquor license

The city of Loves Park Council met Dec. 12 to grant a liquor license.

Here are the meeting's minutes, as provided by the council:

The Loves Park municipal government includes 10 aldermen, who attend City Council meetings and vote on City issues. The City is divided into 5 different wards. The citizens of each ward directly elect 2 aldermen, who serve 4 year terms.

Mayor Darryl Lindberg called the meeting to order at 6:00 p.m.

City Clerk Bob Burden opened the meeting with an invocation, followed by the Pledge of Allegiance.

The Journal of Proceedings for the regular meeting of December 5, 2016 was approved as submitted by the city clerk on a motion by Alderman Little. Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little)

Received a notice from the Illinois Department of Transportation of Motor Fuel Tax Distributed to the City of Loves Park for the month of November 2016, in the amount of $54,280.79. Placed on file.

Received a Special Event Permit application from the Leukemia & Lymphoma Society for their Light the Night Walk, to be held on a portion of Loves Park streets on October 7, 2017, from 4:30 p.m. to 8:00 p.m. Referred to Alderman Peterson of the Codes and Regulations Committee.

Alderman Peterson of the Codes and Regulations Committee moved to approve the Special Event Permit application from the Leukemia & Lymphoma Society for their Light the Night Walk, to be held on a portion of Loves Park streets on October 7, 2017, from 4:30 p.m. to 8:00 p.m. Second by Alderman Frykman. Motion carried by voice vote.

Mayor Lindberg announced that city offices will be closed Friday, December 23, Monday, December 26, and Friday, December 30, 2016 in observance of the Christmas and New Year holidays. He also announced that the city council meeting scheduled for December 26, 2016 has been canceled.

Alderman Jury presented the Water Department bills dated December 5, 2016, in the amount of $120,843.88, and moved that they be paid. Second by Alderman Jacobson. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little)

Alderman Jury presented the General Fund and all other bills dated December 5, 2016, in the amount of $100,032.21, and moved that they be paid. Second by Alderman Jacobson. Alderman Jacobson presented the Water Department Report dated December 12, 2016; presented the Street Department Report dated December 12, 2016, to be placed on file.

Alderman Jury of the Finance and Administration Committee presented the General Fund and all other bills dated December 12, 2016, in the amount of $200,524.42, for consideration at the next city council meeting; presented the minutes from the committee meeting held December 5, 2016, to be placed on file.

Alderman Jacobson of the Public Works Committee presented the Water Department list of bills dated December 12, 2016, in the amount of $14,715.27, for consideration at the next city council meeting; presented the minutes from the committee meeting held November 28, 2016, to be placed on file.

Alderman Peterson of the Codes and Regulations Committee presented the minutes from the committee meeting held November 14, 2016, to be placed on file.

Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, a change order is hereby approved for detention tank and backwash control improvements at Well No. 4 as originally authorized by Resolution No. 16-049. Further, the Director of Public Works and Development and Public Works Manager are authorized to hire, and the Treasurer’s office is authorized to pay Solutient Technologies Inc. for construction and installation services at a cost not to exceed Twenty-One Thousand Six Hundred Thirteen dollars ($21,613.00) and to receive a reduction in contractual expenses from Mechanical Inc., 2279 Yellow Creek Rd., Freeport, IL 61032 in the amount of Seven Thousand Three Hundred Fifty dollars ($7,350.00). Funds shall be taken from Waterworks Account No. 31-00-1930 (Detention Tank Project). Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little) RESOLUTION NO. 16-130

Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, bids having been received as authorized by Resolution No. 16-118, the Director of Public Works and Development and Public Works Manager are authorized to hire Solutient Technologies Inc. for cleanout of the Well No. 6 backwash tank at a cost not to exceed Seventy-Eight Thousand Six hundred Thirty-Two dollars ($78,632.00). Funds shall be taken from Waterworks Account No. 31-00-1930 (Detention Tank Project). Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little) RESOLUTION NO. 16-131

Alderman Peterson presented for first reading an ordinance providing for a Liquor License for The Speakeasy, 1034 Windsor Road, and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Frykman. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little) Laid over

Alderman Peterson moved to suspend any and all rules to bring the above ordinance in for second reading. Second by Alderman Pruitt. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little)

Alderman Peterson presented for second reading an ordinance providing for a Liquor License for The Speakeasy, 1034 Windsor Road, and moved for passage of the ordinance. Second by Alderman Frykman. Motion carried. 9 Ayes (Aldermen Allton, Warden, Jacobson, Jury, Pruitt, Frykman, Peterson, Holmes, Schlensker) 1 Absent (Alderman Little) ORDINANCE NO. 4126-16

18. Adjourn Alderman Jury moved that the meeting be adjourned. Second by Alderman

Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:13 p.m.
