City of Loves Park City Council met Sept. 30.

Here is the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Alderman John Jacobson opened the meeting with an invocation, followed by the

Pledge of Allegiance.

Present: Mayor Gregory Jury

Aldermen A. Marie Holmes, Rob Schlensker, Doug Allton, John Jacobson,

Jim Puckett, Clint Little, John Pruitt, Charles Frykman

Absent: Aldermen Mark Peterson, Nancy Warden

Also City Clerk Bob Burden

Present: City Attorney Gino Galluzzo

1. Approve Minutes 09/23/19

The Journal of Proceedings for the regular meeting of September 23, 2019, was approved as submitted by the city clerk on a motion by Alderman Little. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Holmes, Schlensker, Allton, Jacobson, Puckett, Little, Pruitt, Frykman) 2 Absent (Aldermen Peterson, Warden)

2. Proclamation Oktoberfest Days

Mayor Jury presented a proclamation to Toni Beck of the German Society of Rockford, proclaiming Friday, October 4 and Saturday, October 5, 2019, to be “Oktoberfest Days – 55th Anniversary” in the City of Loves Park.

Toni Beck thanked city council for supporting the proclamation.

4. Water Department Bills

Alderman Jacobson presented the Water Department bills dated September 23, 2019 in the amount of $35,237.88, and moved that they be paid. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Holmes, Schlensker, Allton, Jacobson, Puckett, Little, Pruitt, Frykman) 2 Absent (Aldermen Peterson, Warden)

5. General Fund Bills

Alderman Jacobson presented the General Fund and all other bills dated September 23, 2019 in the amount of $268,199.00, and moved that they be paid. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Holmes, Schlensker, Allton, Jacobson, Puckett, Little, Pruitt, Frykman) 2 Absent (Aldermen Peterson, Warden)

6. Public Safety Report

Alderman Schlensker presented the Police Department Report dated September 30, 2019; presented the Fire Department Report for August 2019, to be placed on file.

7. Public Works Report

Alderman Schlensker presented the Street Department Report dated September 30, 2019; presented the Water Department Report dated September 30, 2019, to be placed on file.

8. Finance & Administration Committee

Alderman Jacobson of the Finance and Administration Committee presented General Fund and all other bills dated September 30, 2019 in the amount of $792,457.59; for consideration at next week’s city council meeting; presented the Treasurer’s Report for August 2019; presented the minutes from the committee meeting held September 23, 2019, to be placed on file.

9. Public Works Committee

Alderman Schlensker of the Public Works Committee presented the Water Department list of bills dated September 30, 2019 in the amount of $231,372.48, for consideration at next week’s city council meeting.

10. Community Development

Alderman Frykman of the Community Development Committee presented the minutes from the committee meeting held August 12, 2019, to be placed on file.

11. SEP/Woodward Family 5K Walk/Run

Alderman Little moved to approve a Special Event Permit application from Woodward to hold a Family 5K Walk/Run on Zenith Parkway on Saturday, October 26, 2019, from 9:00 a.m. to 12:00 noon. Second by Alderman Allton. Motion carried by voice vote.

12. Final Plat of Sanctuary Subdivision

Alderman Frykman presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Final Plat of Plat No. 7 of the Sanctuary, being a resubdivision of part of Lots 14, 15, 16, 17, and 41 in Plat No. 2 of the Sanctuary, being a part of the West Half of the Northwest Quarter of Section 34, Township 45 North, Range 2 East of the Third Principal meridian, City of Loves Park, Winnebago County, Illinois, being approved as recommended by the City of Loves Park Community Development Committee. Second by Alderman Allton. Motion carried. 8 Ayes (Aldermen Holmes, Schlensker, Allton, Jacobson, Puckett, Little, Pruitt, Frykman) 2 Absent (Aldermen Peterson, Warden)

RESOLUTION NO. 19-083

13. Ordinances First Reading

Alderman Frykman presented for first reading agenda Items 1-2, from Ordinances First Reading.

14. 1st Reading SUP For 7900 E. Riverside Blvd.

Alderman Frykman presented for first reading an ordinance providing for a Special Use Permit for a fast food establishment with a drive-thru window at 7900 E. Riverside Blvd. and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Holmes, Schlensker, Allton, Jacobson, Puckett, Little, Pruitt, Frykman) 2 Absent (Aldermen Peterson, Warden) Laid over

15. 1st Reading SUP For 7900 E. Riverside Blvd.

Alderman Frykman presented for first reading an ordinance providing for a Class R-1 Liquor License at the Lucky Café, 401 E. Riverside Blvd. and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Holmes, Schlensker, Allton, Jacobson, Puckett, Little, Pruitt, Frykman) 2 Absent (Aldermen Peterson, Warden) Laid over

16. Adjourn

Alderman Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:10 p.m.
