City of Loves Park City Council met April 11.

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Alderman Jim Puckett opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Aldermen Dan Jacobson, John Pruitt, Jim Thompson, Mark Peterson, A. Marie Holmes, Robert Schlensker, Doug Allton, Mike Owens, John Jacobson, Jim Puckett

1. Approve Minutes 04/04/22

The Journal of Proceedings for the regular meeting of April 4, 2022 was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett)

2. SEP/Hidden Treasures/ Outdoor Market Request

Received a Special Event Permit application for Hidden Treasures to hold Outdoor Vendor Markets on June 11, July 9, and August 13, 2022 at the parking lot at Meadow Mart, from 8:00 a.m. to 4:00 p.m. Referred to Alderman Thompson of the Codes and Regulation Committee.

3. SEP/Hidden Treasures/ Outdoor Market Approved

Alderman Thompson moved to approve a Special Event Permit application from Hidden Treasure to hold Outdoor Vendor Markets on June 11, July 9, and August 13, 2022 at the parking lot at Meadow Mart, from 8:00 a.m. to 4:00 p.m. Second by Alderman Schlensker. Motion carried by voice vote.

4. General Fund Bills

Alderman John Jacobson presented the General Fund and all other bills dated April 4, 2022, in the amount of $150,854.61, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett)

5. Water Department Bills

Alderman John Jacobson presented the Water Department bills dated April 4, 2022, in the amount of $23,650.02, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett)

6. Public Safety Report

Alderman Allton presented the Fire Department Report dated April 11, 2022; presented the Police Department Report dated April 11, 2022, to be placed on file.

7. Public Works Report

Alderman Schlensker presented the Street Department Report dated April 11, 2022; presented the Water Department Report for April 11, 2022, to be placed on file.

8. Finance Committee

Alderman John Jacobson of the Finance and Administration Committee presented the General Fund and all other bills dated April 11, 2022, in the amount of $338,670.95, for consideration at next week’s city council meeting; presented the minutes from the committee meeting held April 4, 2022, to be placed on file.

9. Public Works Committee

Alderman Schlensker of the Public Works Committee presented the Water Department list of bills dated April 11, 2022, in the amount of $30,131.72, for consideration at next week’s city council meeting.

10. Codes & Regulations

Alderman Thompson of the Codes and Regulations Committee announced that a committee meeting will be held on Monday, April 18, 2022, at 6:15 p.m.

11. Spend Funds At Same Rate As The 2021-2022 Appropriation Ordinance Until 2022-2023 Appropriation Ordinance Is Approved

Alderman John Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the City of Loves Park may continue to spend funds at the same rate as the 2021-2022 Appropriation Ordinance until the 2022-2023 Appropriation Ordinance is approved. Further, that the City Treasurer is hereby authorized to make appropriation transfers within funds as provided by law. Second by Alderman Peterson. 12. Street Department To Hire Temporary seasonal employees For Public Works Dept.

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Street Department Manager is hereby authorized to hire temporary seasonal employees within the Department of Public Works. Employment shall not exceed eight (8) and shall be for a period of May 1, 202 through April 30, 2023. A wage rate of $12.00 to $16.00 per hour, depending upon experience, shall be drawn from Street Department Account No. 01- 11-8012. Second by Alderman John Jacobson. 13. Street Department Manager To Hire Fehr-Graham For Engineering Services For Marsh Hawk Drive Box Culvert Design Project

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is authorized to hire Fehr-Graham Engineering & Environmental, 200 Prairie Street, Rockford, IL 61107 for professional civil engineering services for Marsh Hawk Drive Box Culvert Design project at a cost not to exceed seventy-nine thousand two hundred fifty dollars ($79,250.00). The scope of work is defined on the attached “Agreement for Services”. Funds shall be taken from Account No. 01-11-8045 (Stormwater management). Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett)

Alderman Thompson presented for second reading an Ordinance approving a Class D Liquor License for the Loves Park Kwik Bite at 4291 N. Perryville Road, and moved for passage of the ordinance. Second by Alderman Schlensker. Motion carried. 10 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett)

15. ORD 4473-22 Class D Liquor License For 6217 N. Second Street

Alderman Thompson presented for second reading an Ordinance approving a Class D Liquor License for 2nd Street Deli at 6217 N. Second Street, and moved for passage of the ordinance. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson)

16. Amending SUP For 6489 N. Second St. Banquet Facility

Alderman Pruitt presented for second reading an Ordinance providing for the issuance of a Special Use Permit for 6489 North Second Street for use of the premises as a banquet facility, and he indicated that aldermen were given two redline amendments for review and to be approved by council.

Alderman Thompson moved to approve the two redline amendments for the Ordinance providing for the issuance of a Special Use Permit for 6489 North Second Street, for use of the premises as a banquet facility. Alderman Pruitt presented for second reading an Ordinance amending the Municipal Code of the City of Loves Park, Winnebago and Boone Counties, Illinois to changing the minimum distance requirements between adult-use cannabis dispensing organizations, and moved for passage of the ordinance.
