City of Carlyle City Council met May 22.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the pledge of allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Sergeant Andy Brethorst, City Administrator Brad Myers, Kevin Rolfingsmeyer, Brandon Pieron, City Treasurer Chad Holthaus, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Rebecca Sponsoler, Eric Gregg, and Jessica Johnson.

City Clerk Rita Jurgensmeyer swore in newly elected Ward Two Alderman Jeremy Weh.

Alderman Jeff Taylor made a motion to approve the regular meeting minutes and the public hearing minutes from May 8, 2023. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $120,000.00, Fund 4 Police for $65,000.00, Fund 14 Hotel/Motel Tax for $20,000.00, Fund 17 Parks for $40,000.00, and Fund 20 Library for $15,000.00, for a total of $260,000.00. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman John Hodapp made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Alderman Jeff Taylor made a motion to approve the Treasurer’s Report as presented. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

Alderman Jim McClaren said that he would like to thank the city employees and the large number of volunteers that helped with the IHSA Bass Tournament last weekend.

Mayor Judy Smith thanked Trent Purcell, Kurt Gibson with IHSA, MLF for the group they bring in for the weigh-in, the teams that traveled to participate, the park department, the electric department, the water department, the street department, the crew at city hall, the police department, Raj from Mariner’s Village, the Corp of Engineers, Dru Johnson, Trey Johnson, Ricky Huge, the Carlyle High School fishing team for bringing home second place.

Mayor Judy Smith reported that the city pool will open on May 27th. It will close on August 13th. The rates for passes have been adjusted.

Mayor Smith reported that on June 3rd the King Kat fishing tournament will start at 6:30 a.m. and end at 5:00 p.m. with a weigh-in.

Mayor Smith reported that on June 10th there will be a vendor fair at the fairgrounds from 9:00 a.m. – 2:00 p.m.

Mayor Smith reported that on June 10th there will be a kickball tournament at Carlyle City Park from 11:00 a.m. – 4:00 p.m.

Mayor Judy Smith said that she was asked to remind people of the golf cart rules. She said that there are areas in Carlyle that are dedicated for golf carts to cross the highways. They are Livingston Street, Methodist Street, 3rd Street, and 18th Street. If you have a golf cart you must have lights, turn signals, the slow-moving vehicle orange triangle on the back with the city permit sticker on it. Golf carts cannot be driven unless you are 21 years of age. The golf cart must have a horn, brakes, brake lights, steering wheel, rear view mirror, and seat belts. William Road is not a designated place to drive golf carts. They are only allowed on city streets from sunrise to 11:00 p.m. Any of those infractions could lead to a ticket.

Mayor Smith then went back to the IHSA fishing tournament saying that Teutopolis High School came in first. Carlyle High School came in second. Wheaton/Warrenville South came in third.

City Administrator Brad Myers commended the electric department for cutting a lot of the dead trees in the city.

City Administrator Brad Myers also reported on the ospreys at the city park. He said the nest on the light pole has three eggs in it. He has been in contact with the IDNR and Fish and Wildlife Service and they both agreed that if they hatch it would be unusual.

City Administrator Brad Myers then reminded everyone of the Touch a Truck event that will be held on June 3rd. It will be at K & J Chevrolet. The city will have the street sweeper, dump truck, bucket truck, and a police car.

City Administrator Brad Myers informed the council that Jessica Johnson, the owner of the Flamingo, came to him a few weeks ago and asked about the Façade Improvement Program. She has an application, but she does know that the work must be completed before any money is given out. The most that can be awarded is $4,000.00. Jessica Johnson then explained to the council the improvements she is making.

Mayor Judy Smith presented the 2022 Electric Utility Safety Award. The award is from American Public Power Association and was given to Kevin Rolfingsmeyer at the IMEA conference.

Kevin Rolfingsmeyer reported for the Electric Department saying that the number nine engine is up and running and it will be back in service in the next couple of days.

City Administrator Brad Myers reported for the Street Department saying that they have been doing a lot of ditching lately.

City Administrator Brad Myers said that a couple of weeks ago he sent out the Right of Way Agreement with Clearwave for the council to review. He asked Clearwave to come in tonight and discuss what they are planning on doing in Carlyle. Eric Gregg from Clearwave explained the ideas that they have for Carlyle. He said that recently they finished in Mt. Vernon, they are starting in Centralia, and hopefully Breese is taken care of.  He said that some of the employees that were causing problems are no longer with the company. Adjustments have been made to give the communities the best service they can. He said that about 88 percent of the fiber will be ariel. Alderman John Hodapp questioned the ariel installation and asked if this has been discussed. Alderman Hodapp thought it would all be underground. Discussion was held concerning ariel installation as opposed to underground. Currently Clearwave’s attorneys are looking over the right of way agreement. Alderman Bruce Hilmes asked about some sections of Carlyle that are not on the map. Eric Gregg asked if the council could give all the questions and concerns to City Administrator Brad Myers so he can get it from him and take it back and get the questions answered.

Brandon Pieron explained the intergovernmental agreement with Carlyle North Lakeshore Sewer. He said that the Water and Sewer Department is housing a four-inch pump for Carlyle North Lakeshore Sewer to use whenever the city needs to in exchange for storing and maintaining it. City Administrator Brad Myers said that this is an agreement that City Attorney Joe Heiligenstein is working on as well as Carlyle North Lakeshore Sewer’s attorney.

Alderman John Hodapp made a motion to approve the intergovernmental agreement with Carlyle Lakeshore Sewer. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

At 7:42 p.m. Alderman Mike Jansen made a motion to move to executive session to discuss personnel, litigation, and purchase/lease of property. The motion was seconded by Alderman Bruce Hilmes and was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.

At 8:27 p.m. the council returned to open session.

At 8:28 p.m. a motion to adjourn was made by Alderman Jim McClaren and Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
